One sure fired way to get learning to happen together is to put passionate educators in one place at one time. This happens each year when the ECOO organization presents the annual educational technology conference. This includes the Minds on Media event where many new ideas are sparked.
Another sure way to get people talking is to open up a MOOC. Not to say these beasts are all the same or even particularly helpful in creating conversation, but it does bring out some variant opinions and thoughts.
